ABOUT THE ADDISON COUNTY SOLID WASTE MANAGEMENT DISTRICT

The Addison County Solid Waste Management District (ACSWMD) is a union municipal district that exists to cooperatively and comprehensively address the solid waste management interests of its 19 member towns. The purpose of the District is to promote waste reduction, maximize diversion of wastes through reuse, recycling and composting, and to provide for the disposal of remaining wastes. The District Transfer Station on Rte. 7 in Middlebury is available for residents and businesses to dispose of or recycle bulky items and special wastes (see transfer station information). The District also operates the Hazwaste Center at the Transfer Station, and promotes other composting, reuse, and educational programs.

The Solid Waste Implementation Plan

For the past three years, the District Board of Supervisors has been drafting and re-drafting its Solid Waste Implementation Plan (SWIP). This five-year plan revision was required by the State. The Vermont Agency of Natural Resources has reviewed the SWIP to ensure conformance with the State Solid Waste Plan. The SWIP summarizes the District’s accomplishments and those of its licensed haulers and 19 member municipalities. The Plan considers the measures available for increasing the District’s 34% diversion rate to a statewide 50% diversion goal within the next two years.

Once the draft SWIP has received formal approval by the State, the District will distribute the SWIP for public review. We would like to hear your opinions! The Board will be soliciting public input on the essential elements of the Plan and holding two more public hearings sometime in the summer of 2006 (locations and dates to be announced).

Please take the opportunity to look at the Plan – it has some very interesting and helpful facts about solid waste management in the District and how the entire system works toward encouraging diversion efforts as our number one goal. Toward that end, we will be including more success stories about reuse and recycling in the newsletter so that you can be encouraged by the beneficial impact recycling continues to have on our waste stream and economy.
